Lisbon City Hall
The City Council holds periodic meetings: private, public and decentralized public.
- Private meetings are usually held every fifteen days in the City Hall;
- Public meetings are held in Paços do Concelho, on a monthly basis. At the last public meeting of the month, a period of one and a half hours is reserved for intervention by the registered public and responses from the Executive;
- Decentralized public meetings take place on the first Wednesday of each month, starting at 6:30 pm, in rotation, in different areas of the city. The hearing of the registered public, with a maximum of 20 people, is the only item on the agenda.

Participatory budgeting
The Participatory Budget (OP) is one of the ways in which citizens contribute to the management of the city of Lisbon. Through the OP, people have effective decision-making power over a portion of the Municipal Budget: they present proposals to the community and vote on the projects they want to see in the Lisbon City Council (CML) Activity and Budget Plan the following year.
The purpose of the OP is to encourage dialogue between elected representatives and organized civil society, to contribute to civic education, to adapt municipal public policies to the needs of the population, to increase the transparency of activities and to include traditionally more remote groups of people. All citizens aged 16 or over, who are residents, students or workers of Lisbon, as well as representatives of the associative and business movements can participate in the OP.
It is possible to submit proposals online at the Participation Portal and also in person, at the participation sessions and events where OP Lisboa is discussed. Proposals submitted in person are then inserted on the website. To be considered eligible, and consequently transformed into a project, the proposal must contemplate the requirements defined in the participation rules of the Lisbon OP.

Petitions
Citizens may present written statements to defend their rights, the Constitution, the law or the general interest. Such a right can be exercised with any sovereign body (with the exception of the courts) or any public authorities. It is a universal and free right, provided for in the Constitution and Law No. 43/90, of 10 August.
In Parliament, the written presentation, addressed to the President of the Assembly of the Republic, can be signed by a single citizen and follows the procedure provided for by law. Must be sent to the AR by post, electronic mail, delivered in person or through the electronic platform available for receiving petitions and collecting signatures over the internet. To use the platform, it is necessary to register in advance.
