The Residence Permit (AR) is a document issued by SEF so that a person who is a national of a third country (State that is not a member of the European Union or is not a party to the Application Convention, or where it is not in application) can reside in Portugal.

It is valid as a civil identification throughout the European Union, as well as a tax, Social Security identification and proof of address in the national territory.

Residence permits can be temporary or permanent. The temporary residence permit is valid for a period of 2 years and is renewable for successive periods of 3 years. The right of residence guaranteed by the temporary residence permit expires only when 6 months have elapsed from the validity of the title.

The permanent residence permit allows permanent residence and the right guaranteed there has no limit of validity, but the title must be renewed every 5 years. The reasons for cancelling a residence permit are provided for in Article 85 of the Foreigners Law (including staying outside Portugal for longer periods than those authorized).
